26日，中國民用航空局發(fā)布《民航局航班正常管理規(guī)定（征求意見稿）》（以下簡稱“新規(guī)”）引發(fā)了海南省�？谑忻窦娂娡虏�。盡管記者采訪的幾大航空公司表示，將按照民航局發(fā)布的《新規(guī)》執(zhí)行，但一些業(yè)內(nèi)人士認(rèn)為，新規(guī)在具體落實(shí)上將比較難。
據(jù)了解，在食宿安排上，《新規(guī)》規(guī)定了三種情況：由于機(jī)務(wù)維護(hù)、航班調(diào)配、機(jī)組等航空公司自身原因，造成航班在始發(fā)地延誤或取消，航空公司應(yīng)當(dāng)向旅客提供餐食或住宿等服務(wù)；由于天氣、突發(fā)事件、空中交通管制、安檢以及旅客等非航空公司原因，航空公司應(yīng)協(xié)助旅客安排餐食和住宿，費(fèi)用由旅客自理；航班在經(jīng)停地延誤或取消，無論何種原因，航空公司均應(yīng)負(fù)責(zé)向經(jīng)停旅客提供餐食或住宿服務(wù)。針對民航局出臺的新規(guī)，多家航空公司有關(guān)負(fù)責(zé)人表示，將按照《新規(guī)》嚴(yán)格執(zhí)行。
